2016年人類社會進入了人工智慧元年，IBM的預估指出，人類社會產生的數據量以每天以每天2.5 quintillion 位元組速度進行成長，且90%是在過去兩年內產生。
美國政府2009的國家投資計畫、2015年啟動的精準醫療計畫( Precision Medicine Initiative)都特別強調生醫領域的資料運用，也推動了美國大數據技術在應用的蓬勃發展。有鑑於 80%生醫領域資料是都是未結構化資料，因此人工智慧(artificial intelligence, A.I.) 演算法再生醫領域的應用能加速新藥與疾病治療方法的出現，因此A.I.這股破壞性創新力量，將對全球生技與醫療產業帶來巨大衝擊。
台灣過去成功的ICT領域已為台灣的資訊社會奠下良好的技術基礎，政府近年來更積極推動生醫產業的發展，希望善用台灣的科技基礎，掌握全球生醫商機。因此財團法人生物技術開發中心(DCB)希望藉由WCIT2017在台舉辦之難得機會，邀請精準醫療與人工智慧專家來台進行洞見與經驗分享。
